The shortlisted candidate will be assigned to Government projects to perform application and system development.
Duties:
* Conduct the duties to assist the Project Manager for new computer project(s)
* Assist to plan and control all phases of the computer project(s) including, but not limited to, feasibility study, privacy impact analysis, systems analysis and design, procurement and installation of computer systems, site preparation, programming, implementation, security risk assessment and audit, system nursing and maintenance
* Assist to deliver the computer project(s) within budget and time
* Assist to monitor the resources and expenditures of the computer project(s)
* Conduct tendering or procurement activities including, but not limited to, the acquisition of necessary total system solutions, implementation services, hardware and software, services for security risk assessment and audit
* Manage outsourcing contracts for the computer project(s)' whole SDLC
* Develop quality control parameters and perform quality control and assurance of all project deliverables
* Perform other IT-related duties as assigned
Requirements:
* Degree / Higher Diploma in Information Technology / Computer Science or equivalent
* At least 6 years' experience in information technology experience of which 2 years must be in a similar post and in a role of Assistant Project Manager
* Proficient in mobile/wireless technologies, knowledge management, collaborative tools, application development, implementation or maintenance using programming languages and various support/development tools/ environments such as JAVA, J2EE, WEBSPHERE, XML, C++, C#, COBOL, NATURAL, SQL, VISUAL BASIC, ORACLE tools, WEB SERVICES, .NET or OSS, and operating systems/platforms such as WINDOWS, UNIX, LINUX, MVS, VMWARE or NETWARE
* Have knowledge and experience in systems analysis and design
* Have experience in feasibility/technical studies and team leading/supervision
* Have at least 12 months of solid working experience in using Government's "Practice Guide to Project Management for IT Projects under an Outsourced Environment"
* Have strong verbal and written communication skills in both English and Chinese
* Have good presentation skills
* Have participated in IT project(s) that involves the use of new technologies and development/ deployment methodologies such as agile software development approach, cloud native application architecture design, high availability data architecture design, microservices / mini services / mesh services architecture design, DevOps, or containerization, etc. is an advantage
* Good communication skill and interpersonal skill
* Good command of spoken and written of English and Chinese
